When you download the licenses it is possible that Windows marks them as blocked files, since they're downloaded from the internet. A manual solution to fix this is to right-click the file and click on Properties. If you see a button called 'Unblock', the file is locked and you need to click the Unblock button to unlock it. However, it can be quite time consuming if you have to do this for many files.
Streams.exe can do this recursively for you.
Download the commandline tool to your machine, and execute the following line (given that the blocked files are in the default Data Manager file directory):
streams.exe -s -d C:\S4M_DM
When executed, check if the file that was previously blocked. If the parameters were filled in correctly, it should be unblocked.
